What is the study area?
This plan will analyze the City’s “greater downtown” area centered around the City’s Metra Station, including the core Historic District centered along State Street, as well as other outlying portions of downtown between Madison Street on the east and Canal Street on the west.

What is the purpose of this plan?
The City of Lockport is planning for the future of downtown Lockport as well as the areas north, south, east and west of our Historic District — to answer questions like:
- What is the future of State Street beyond the historic district?
- How can we better connect transit systems and increase ridership?
- How can we strengthen our Heritage Residential neighborhoods?
- How do we connect Downtown with the Star Innovation District?
- How can we activate the I&M Canal area as a community asset?
- How can we effectively support and grow local businesses?
- And many more!
The City’s goal is to create a Greater Downtown Plan rooted in a shared community vision. This plan will guide future development by focusing on housing, transportation, infrastructure, and economic opportunities — while supporting and strengthening the existing community.
Who is involved in the planning process?
First and foremost, the Lockport community! This is your plan and we hope to have participation from as many residents, business owners, institutions, and organizations as possible. City staff, the RTA, and a Project Steering Committee are managing the planning process, with technical assistance from a consultant team led by Teska alongside Baxter & Woodman and Egret & Ox.
